You could go online at int.bahn.de 2-3 months ahead and buy a long-distance train ticket in advance from just €12.90 upwards, limited refunds or changes to travel plans. I have a return ticket booked with DB Brussels->Berlin, travel due in June, plus separately paid for seat reservations. I'm still hoping travel will be possible but I might have to cancel. The tickets are Super Sperpreis EU so not normally refundable. On Bahn.de it says that they are offering a choice of either refund as a voucher or re-booking.
