Yes, "Retina" is a marketing term, but it honestly does have a pretty clear definition: pixels too small to discern at typical viewing distance. Apple considers that an iPad is often held at a slightly farther distance than an iPhone, and so a lower ppi still gives the same result. In short, yes, it's legitimately a Retina screen.
